Inner minUnappliedGTID declaration shadows the minUnappliedGTID declaration outside of the block,
resulting in the lookup of the last replicated GTID being thrown away, and the entire oplog being
iterated during startup.
This should reduce startup times for nodes with large oplogs from hours to seconds.
