think about persistence for jobs board

Currently it persists to local disk

If we want to deploy to heroku then we cannot rely on the local disk being persistent across http requests.

Possible ideas are:

• deploy somewhere other than heroku
• pluggable persistence layer
  • local filesystem for development
  • some kind of database (redis/postgres?)
  • save to local filesystem and then sync up with s3 or similar?
