53 Integrate scales and highlighted notes

Integrates the logic around scales and highlighted notes so that both use the same system

Changes

Moved highlighted notes state to app level
Set clicking already selected note to deselect it
Replaced HighlightConfig Guitar subcomponent with ScaleConfig component
Linked highlighted notes and scale logic together
Removed legacy scale logic and tests
Moved all scale logic to ScaleConfig component
Added chromatic scale
Moved selected note config to side of scale config
