Also forces an instruction set version to be specified more widely, and clarifies/simplifies PC handling via the interpreter-style executor.

Bugs immediately uncovered and fixed:

returning the wrong operation for data operations;
making the wrong choice as to whether offsets are immediate for single data transfers.
