SVG template for icons

The following icon is required:
Icon name:
ic_launcher_template
ic_menu_template  (holo light and holo dark)
ic_stat_notify_template

Application:
various applications

Type:
launcher icon, action bar icon, status bar icon

Description of icon:
Create Inkscape templates for icons which should make it easier to create icons 
in the future:
* document size should be the low density size (e.g. 36x36 px for launcher 
icons, 120 dpi)
* create a template icon with the correct color and opacity (e.g. a circle, a 
rectangle, or based on the Android icon?...)
* create a separate layer with suggested frame for the icon (for launcher a 
frame 1.5 pixels away from each inside the document page; protected).
* create a separate layer for white background (hidden by default; protected)
* create a separate layer for black background (hidden by default; protected)

The icon design (icon sizes, themes) should follow the Android icon design
guidelines:
