Create all routes for Recipe #18

As a dev, I would like to have the routes for recipe so that I can create, get, modify/update, delete the recipes.

AC:

[x] Have a GET all recipes route
[x] Have a GET recipe by id
[x] Have a PUT recipe
[x] Have a POST recipe by id
[x] Have a DELETE recipe by id
[x] Include 404, 500 and 200 HTTP Status Codes
