won't show Thumbnail image under Chinese folder name and files name #79

Also I checked full issue list but found no similar topic:

What steps will reproduce the problem?
1. Open Windows Exploere
2. Under Folder "D:\CD\卡通\1\*.ai" or "D:\CD\卡通\1\*.ai"
3. all .ai wont show Thumbnail image, but if i change the folder name from 
"D:\CD\卡通\1\*.ai" to "D:\CD\cartoon\1" will no issue, same issue on file 
name.

What is the expected output? What do you see instead?
Support Unicode File Path and file name.

What version of the product are you using? On what operating system?
gs854w32.exe, sagethumbs_2.0.0.21_setup.exe, Win 7 Home Pre 32 bit.

Please provide any additional information below.
