As in title, currently (as of pre-alpha 2), attributes and skills are hardcoded, similarly do translations. There should be a way to ease those and make it similarly open as stats and worlds, so they could be probably used within statpacks as well.
Counterargument for it is that mods could start getting into conflicts then, and also keys would be preferrably mod_id based - else, it would be even easier to make conflicts with either vanilla, or other mods. It's not a big deal, though, and allowing easier modding should be valued higher.
