Now thinking about this, it's kinda inspired by Daggerfall.
When travelling through locations, player would have (at least) two types of travelling, with maybe exclusive third:
Fast travelling*
Normal travelling
Cautious travelling
While normal one is more useful (it is fast enough and drains less energy than any other), it is also less safe - you will encounter any enemy who can be found there at the time.
Cautious travelling takes more in-game time and drains more energy, but allows you to stealthy attack enemies you find (either one more attack with bonus chance to hit, or initiative + critical hit with bonus chance to hit), or evade them with bigger chance to not be able to be seen. It will be good thing for stealth-related classes/characters.
Fast travelling is optional option, which could drain more energy and even allow you to be ambushed (very very very rare encounter tho, see frustration in M&B 1866 mod), but it will take least time of those all.
Of course, all those ideas would require use of stealth skill and perception attribute A LOT (so the latter may finally have use).
