OMA final delivery reports setting has no influence on 3gpp.sms message sent from Boghe #186

What steps will reproduce the problem?
1. For sure this is in Boghe 2.0 (I don't remember now if it was working in 
1.0).
2. When this setting is selected and binary (3gpp.sms) message is sent from 
Boghe then TP-SRR flag is not set in the message.

What is the expected output? What do you see instead?
I will expect that TP-SRR is set when this is enabled.

What version of the product are you using? On what operating system?
2.0.153.836
