Python and Numpy Version

[x] If major or minor release check python and numpy variants that should be supported nep-0029
[x] If adding new variants build new binaries of pinned versions of Tomophantom, CCPi-Regularisers, TIGRE
- [x] Update conda_build_config for new variants
- [x] Cherry-pick commit on to tag
- [x] Retag with updated list
- [x] Force jenkins to rebuild tag
- [x] TIGRE-conda is built on vishhighmem with CUDA TK 9.2
- [x] Windows builds of Tomophantom, CCPi-Regularisers, TIGRE
- [x] Label binaries as main and dev on anaconda
[x] Update CIL conda_build_config for new variants
[x] Run conda build locally with all tests on linux
[x] Run conda build locally with all tests on windows

CIL Changes

[x] Final PR named "Pre-release update for vX.X.X"
[x] Check CHANGES.md
[x] Check NOTICE.txt
[x] Check CITATION.cff
[x] Check README.md

After Jenkins is happy

[x] git tag -a v$VER -m "version $VER"
[x] git push origin v$VER
[x] create release on GitHub

Build binaries

[x] Check Anaconda for Jenkins upload, tag as main and dev
[x] Build Windows binaries and upload to anaconda, tag as main and dev

After Uploads are done

[x] Send email to CCPi-DEVEL@JISCMAIL.AC.UK; CCPi-Members@JISCMAIL.AC.UK
[x] Make an announcement on discord
