Remove vtk8 variants and updates Python variants

removes the VTK variants 8.1.2 since https://github.com/TomographicImaging/iDVC/issues/77 is fixed and iDVC can use VTK9. removes Python 3.6 variant

closes #374 closes #340

We either need to hold off on merging this or hold off on releasing the viewer until we have a new release of iDVC
