feature: multiple damage class for flood #113

depending on the relative damage:

greater than 0.50 -> DS_COMPLETE (4)
greater than 0.20 -> DS_EXTENSIVE (3)
greater than 0.05 -> DS_MODERATE (2)
greater than 0.00 -> DS_SLIGHT (1)
else -> DS_NO (0)

The thresholds are adjustable through three settings:

DS4_THRESHOLD (default 0.50)
DS3_THRESHOLD (default 0.20)
DS2_THRESHOLD (default 0.05)
