Windows 8 issue

Under Windows 8.1 the remote cant run in normal mode, it has to run in admin 
mode, because of location of "transgui.ini". It would be nice to move the ini 
file into the application data of the user.

By default transgui stores all settings in the user profile - 
"\Users\<name>\AppData\Local\Transmission Remote GUI".
There is no need to run transgui with admin permissions.

Hm. My settings are in program folder in file named transgui.ini... Trying 
uninstall and reinstall. Thank you!

Then delete the transgui.ini in the program's installation folder and it will 
be created in the profile.
