Upload and Download limit reduced by 1000 time #781

What steps will reproduce the problem?
1. setting a download or upload limit speed at any walue while connected on a 
daemon on a freebox (french internet provider server box)

What is the expected output? What do you see instead?
Instead of limiting at 100kb/s, it is limited at 0,1kb/s so 1000 time lower 
fixed by setting a limit of 100 000kb/s so the result is a limit set to 100kb/s

What version of the product are you using? On what operating system?

Transmission Remote GUI for windows v 5.0.1 and older versions.

Please provide any additional information below.
