reseed requests have fallen on deaf ears.

a little luck you find 2 torrents with same files, one has a bit more crap than 
the other but is the same thing.

2 torrents, same data. Both incomplete yet one could help complete the other.

importing chunks could help save old torrents from dying all together and get 
us the files we need.

please add an import feature.

This is not a feature that can be added through any gui. You'll need to submit 
to https://trac.transmissionbt.com/newticket as  enhancement.
