From one economics reviewer:

I read through it, and it seems sound. I can't fully judge how the incentives will look, how the governance of the system will interact with the monetary system, and what kind of ways of 'gaming the system' (doing minimum effort while nominally complying with the definition of 'contributing to policy formation' so you get the reward for that). All sorts of freeriding behaviors might emerge, and the difficulty of a long-distance, global community like this is that people have no direct way of bringing in morality. In a nation, that's hard enough, massive scale. Worldwide, it's even harder, because the complexity of the system is so big that most people would not recognize freeriding or gaming the system, so it's harder to punish it. That's my main concern, but I don't see anything specific in the plan as it stands now that would allow for such behavior - just the general guideline that the more things you can do, and the more complex the system's operations, the more opportunities for bad actors and the harder it becomes to police them.
