Looks like MO is included in both Midwest and Rockies districts #5

Looking at the code more closely, MO is indeed included twice:

    "Midwest": ["ne", "ka", "mo"],
...
    "Rockies": ["nm", "co", "ut", "wy", "mo"],

I don't know which is the correct placement. I believe it belongs in Midwest and not Rockies.
