Story: Add a Cat Command

As a user, I want to be able to see cat pictures so I can be distracted from work.

[x] Create slash command with name cat that takes no arguments.
[x] When the command is executed, make a call to a public cat API to get a picture of a cat.
[x] Send that cat picture to the user.
