why take the download tab away from the bc2nl version? #966

it might be convenient to download instead of send e.g. if connection lost with NL

It should be the case that if the connection is lost then the connection to the Google
App Engine is broken as well and the Download tab won't work either.

I think it is asking for confusion to offer both send to NetLogo and download to NetLogo.

If one needs to switch from BC2NetLogo to using Download then they can paste the URL
in the comment on the top of the NetLogo code tab or click on Share and copy and paste
the frozen model to a new tab.

But again, when would this be useful? If BC2NetLogo can't re-establish a connection
after a lost connection after the connection was restored? In my testing it usually
does re-establish when the network comes back.
