Inconsistent Cog Gallery #17

After completing a 5 story building full of Big Wigs, a user only saw one as being defeated in their Cog Gallery. Likewise, they somehow had 12 out of 10 Robber Barons defeated.

May have been fixed as a result of other Cog Gallery related tweaks. Still unsure.
