Indicate clearly to user when not logged in. Clear instruction how to login Update manu button/link to Logout or 'User' or Account etc

Actions taken:

Renamed Login as Signin (when logged out)
Renamed login as User (when logged in) Renamed Options as 'Layers' Added title to Login panel Added 'experiemtal' description to 'Tools' menu
