Remove Node.js v16 from the CI testing matrix as it has reached its EoL (End-of-Life) stage.

The Netlify deployment job seems to be using an old builtbot image that still uses Node.js v16 and older versions of other tools as well, someone may need to look into that.

Please update the .nvmrc file to fix the netlify build
