Add description for parsejec.py #349

It would be good to have some documentation (e.g. in a topcoffea/modules readme) for the parsejec.py script.

I've just added this. I pushed directly to the technical_improvements sort of by accident. Hopefully this doesn't mess up to many other developing branches.
