Fix Alias for "dev" Docker Tags #3208

Purpose

When pushing "dev" tags, the build.sbt hardcoded the package being pushed, which was always bifrost-node
This caused genus to overwrite the bifrost-node dev image in DockerHub
Approach
Use proper settings between the node and genus docker config
