With #39, we can now put user-facing documentation in the docs/ folder, build it with Sphinx and deploy it to GitHub Pages. User-focused documentation currently includes the Contribution Guidelines, which includes some documentation on building, etc., and the structured API reference (#27). The main task left for this issue is to add a guide for incorporating libtopotoolbox into external projects.
