Torch download/release links broken #510

My friend has been trying to download the release versions of Torch, but the links provided are all broken and very old.

For anyone just looking to set up a sever without any coding knowledge this is very confusing as my friend experienced!

Could you fix these links please! Thank you!

@DavidVTurley I've Tried to Download Torch also and found the TorchAPI Is the one not working as of Today. The 2nd Link I was able to Download TorchAPI from that Link. (https://torchapi.com).
