No Chat Message send #90

**Torch 1.1.239.518, SE 1.183.102

Expected Behavior

My Message to be send via Chat.

Observed Behavior

Message does not get send.

Steps to Reproduce

Created new Folder on System Drive
Extracted newest Torch Staging
Run Torch Server
Moved existing World into instance folder with existing SE Dedicated cfg file.

Other Information

Provide links to game logs or saves here if necessary.

World: world.zip

Added the save with the dedicated server config
