[POSSIBLY] Verify that this issue is related to Torch and not a Torch plugin or the vanilla game

What actually happened?
Lots of grids were somehow set to be owned by 'nobody' upon restart of world.
Tried changing 'nobody' grids to myself, save, reload, and it did not keep changes. but in vanilla DS it did.
WARNING: there are 200+ grids so loading this world in vanilla ds will be SLOOOOOW
Steps to Reproduce
load world below, (all configs etc are included except conceal/essentials versions)
Conceal Version: 1.2.1
Essentials: 1.5.1
So, just load world, find non-owned grid, which you should see medbays that are open... dunno why. take ownership, save, restart, watch ownership go away.
i have no idea if it's torch but it's possible it's one of the 2 plugins as well.
(ruled out mod as another person did this with ONLY torch and no mods... so that's nice)
