Investigate usability of menu layout #45

Right now, some of the menus get too long to be practical. I want to investigate collapsing some of them into their own submenus. This tech is demo'd in EngineMenu_SubMenu_Trigger in EngineMenu.c. The real question is which menus. Also, it might make more sense to the player if locations and event were grouped together.
