Rethink the position of UpdateSkillCooldowns #60

The way it works right now, a cooldown of 3 means the player must perform 2 other actions before the ability become available again.

I think it's the best place for it for now. A cooldown of 3 means that the player's time bar must fill up 3 times before the ability can be used again. This is a reasonable way to think about the number.
