How do I make the bar visible through the blocks? what would be the file to configure

I have been reviewing the .class files looking for the section to configure the bar to render through the blocks but I have not found it, I don't know if it is configured in one of those files or the path to it, or what the configuration could be called to make this possible

something like that (I have made the screenshots by increasing the fade time of the bar, but I think it is understood)
