Make some functions public and make some functions that modify a large amount of data operate off of arrays.

Also modify the default flash swap to pay out a portion of excess funds

Make some functions public and make some functions that modify a large amount of data operate off of arrays.

The ones that operate off of arrays should be mass add functions like the approval of tokens.
