Does this problem persist? If so, can you provide specific instructions on how
to reproduce this issue?

Just take a look at any people.get result:
https://developers.google.com/apis-explorer/#p/plus/v1/plus.people.get?userId=11
2336147904981294875
"urls": [
{"value": "http://www.scarygami.net/"},
{"value": "http://life.scarygami.net/"},
{"value": "http://www.origami.at"},
...
{"value": "https://plus.google.com/112336147904981294875"},
{"value": "https://www.googleapis.com/plus/v1/people/112336147904981294875"}
]
The Array of URLs only lists a value but not the "name" of the URL as it is
displayed on the Profile page
https://plus.google.com/112336147904981294875/about
Some extra notes about this list:
- It would be nice to have the displayed favicons as link included in the list
as well
- It's a bit confusing that the last two items of the array aren't actually
user defined links but the profile link and the link to the API call
- The URLs are also missing a "type" to show the difference between "Other
Profiles" / "Contributor to" / "Links". The profile link and API call link
mentioned above could also get their special types to make them distinct from
the normal URLs.

I confirm.
The urls array still only consists of URLs.
To see the data, you can use http://googleplus.abiro.com/ (see under Raw data).
I'm not storing any usage data (even though you probably do :) ), so it's safe.
Cheers,
Anders

Additions to my comment because of some recent changes:
It seems the two extra URLs (profile, api) are gone now.
There also is a "type" now, but it lists "other" for all my links.
The API Discovery Document has the following description for the type field:
"The type of URL. Possible values are: \"home\" - URL for home. \"work\" - URL
for work. \"blog\" - URL for blog. \"profile\" - URL for profile. \"other\" -
Other."
Since among the list of my URLs are some "other profiles" I think those should
be listed with type "profile"

Just noticed that the API response now includes a "label" for each url, which
is great!
The "type" still isn't included correctly though.
