Provide API access to photos in the Highlight View #563

Describe in detail the new feature you would like to see added:

The Picasa Web Albums Data API allows my client application to view and update 
albums, photos, and comments in the form of Google Data API feeds. 

However it seems that Web Albums is slowly moving to Google+ Photos, but I 
can't find a similar API for Google+ Photos. Specifically, I'd like an API call 
to the list of photos featured in the new "Highlights" view on Google+ Photos. 
This view is NOT available in Picasa Web Albums

Describe your use case, or some example use cases, for this feature:

If I user wants to view/share photos from my client application, I would like 
to be able to offer them the choice to choose the photos in their Google+ 
Photos "Highlights" view -- instead of all their photos or all the photos in a 
selected Album. Ideally, I'd like to have them export web-sized copies of these 
photo to my service.
