API for google Hangouts Chat - Not Video Hangout #796

Google hangout chat API? Which is separate from video hangouts. 

This would allow people to create, utilities, apps and bots that live in chat 
groups.  Persistent chat and rooms would also be good.

Developer, startups and individuals would find this useful.  Corporate clients 
would also want this for project and operations teams.

Seconding this, with a slightly different use case.

We have internal support groups where it would be nice to be able to tell 
people to open up a chat with "XSupport", and whichever of us (that is 
associated with that group) can respond through that chat.
