Migrate to GitHub Actions #181

Copies the work done from TRP; untested and will need tweaks if a Wago project is being added (I've not defined a valid project ID for it). Also you'll need to set up the secrets.

Also bumped the TOC for 9.0.5.

Even though I did volunteer to do the luacheck work after looking through the 700 remaining warnings... Yeah you can do it.
