NPC nameplate customizations #215

Quick integration of the new nameplate display info filter present in that pending PR in core; NPC nameplates are now supported targets for decoration and so we can make them look pwetty.

Those luacheck warnings are external to this PR, so should probably just be fixed directly on main and then I can rebase the PR.
