3.0 changelog #961

Given the ever-growing feature list for 3.0, early prep has been done for the changelog.

I would like to add an image for the tooltip icons once we're set on what we're using.

[!NOTE]
The changelog for the What's New tab has been made into a string in the file itself rather than locale keys, since nobody is translating those anyway...

With the exception of the media count from LibRPMedia + manual image additions, the changelog should now be complete.

LibRPMedia count has been stopped. Image list will unfortunately not make it for 3.0 since Blizzard decided the servers would go home for the day. Changelog is well and truly complete.
