Makes all the toolbar buttons follow our current consistency regarding how tooltips should be (or at least how we think they should be).
Thanks to @Katoriehooves (Katorie) for suggesting that "NPC speeches" sounds silly, so we also just changed it to "NPC speech".
[!NOTE] Some options did lose their coloring in their "Click" handlers so it remains uniform green, but the colors still remain in the titles.
