The ElvUI skinning is modular and the toolbar can be skilled independently from the target frame.
Another fix for ElvUI is that the settings page didn't ask you to reload the UI when you enabled ElvUI. You need to reload when you enable and disable both, so it's best to always ask when the user checks/unchecks it.
Also changes TRP3_TargetFrameButton to TRP3_TargetFrameButtonTemplate (no end-user changes).
