rename and move all "addon" patches and updates #8

This is something I've been meaning to do for a few years now. I'm sure that having a bug report on it over here will expedite the process. :)

1) move all patches and upgrades to TDC\Games\Patches The folder is even there already! Likely no need to create year subfolders. Only updates and fixes will be moved, not additional material (ie, extra levels or other add-on packs)

2) properly rename "addon" to "add-on"

There is some background database work to coordinate with this. The current file check-in process assumes the new file is going into the TDC\Games folder, and that code needs to know if a file is destined to go into the patches folder instead.

Step #1 is pretty much done. Probably a few upgrades that I haven't found yet to move over.
