Throttle /me #1891

So spambots taking advantage of /me to mass spam - perhaps a throttling like normal chat is needed eh?

or just add a delay for the issue? it will be more simple, like ''You need to wait 30 seconds to use the command again!''

@marcocorriero That is literally the meaning of throttling...
