Stop All Sounds Command #1987

Some staff members discussed that it would be a good idea if we had a stop all sounds command, so when people are using /playsound admins can stop all the sounds.

stop sound as in killing/stopping the sound or toggling the block of sounds?

usually sounds like ghost scream are short and would be to late to use a command that kills the sound.

also needs to consider the radius of the effected area
