Reduce Spam of /op #538

I have a good idea, if someone try to op someone that is already opped, it will say This Person/Player is already opped, this might be a good idea to reduce some spam of opping

It makes sense, we did it to CJF and just added a simple check for if they are op do nothing more.

Good idea! Let's also block /opall from opping players when everyone is already OP.

Lets also add a cooldown to admin commands on players for prevention of multiple smites or mutes.
