Grief Prevention Plugin #721

Suggesting to edit some parts of the Grief Prevention for it work with TFM. This plugin was suggested by ItsGommeh. dev.bukkit.org/bukkit-plugins/grief-prevention/

I think it's a great plugin to add, not only does it prevent grief or stop ops griefing other players builds, but it also prevents spawn-killers, and players spamming. It's also a smart plugin as it can also tell if someone either creates land just for griefing or if someone griefs or builds troll builds including natural blocks.

@VjGamingUK @Wild1145 Instead of modifying another plugin to be compatible with TFM-like servers, I think we might want to take some of the ideas/concepts of that plugin, and reimplement it within TFM. Thoughts?
