UI/Otherworld - Create pop up dialogue system

As a developer I want to create a system for pop up dialogue so that warnings can be displayed in game

AC:

• [x] The ability to create pop ups in game based on events
• [x] Pop ups appear at the top of screen for now
• [x] A few examples are created based on current assets
