Integrate Compressor code. #17

@ninv29 wrote The interim code for the compressor is locally stored on the blue laptop - in the FRCProjects folder, I believe it’s called. We don't need any code for the compressor unless we want to manually disable it. While a nice feature, it is secondary and should only be added after the rest of the Pneumatics are coded and tested. Per @neckorcuk discussion,
