A variation of a previous suggestion. Make great tengus a leader with several vassals of crow tengu, wolf youkai sort of like muscovy
Pretty sure this is referring to this one.
Make tengu mountain not a single nation, but an alliance of different youkai like wolf and crow, sort of like beasts gangs
