establish bare minimum setup for react native

need to establish basic environment for react native. on the branch react-native-rewrite:

• delete all files on the codebase
• initialize a new project following guidelines here
• demonstrate that develop rendering works on browser and on local android device
• merge this issue's branch into react-native-rewrite upon completion
