need to establish basic environment for react native. on the branch react-native-rewrite:

delete all files on the codebase
initialize a new project following guidelines here
demonstrate that develop rendering works on browser and on local android device
merge this issue's branch into react-native-rewrite upon completion

browser rendering with npm run web pulls up a QR code that enables on-the-fly viewing on ios and android platforms. actual native rendering is out of the scope of this story and will be handled after this new project iteration reaches maturity.
